SPECIAL OPERATIONS COORDINATOR (01/14 to 06/15)
The State’s Attorney sought out Steve in order to create this new position with the intent of coordinating all of the local, state and federal law enforcement agencies represented in St. Clair County.  The sworn command leadership position worked closely with Police Chiefs, Sheriffs, Supervisory Federal Agents, City Boards, Mayors, local and national media and international resources.  St. Clair County has a very diverse community ranging from East Saint Louis, IL which has the highest violent crime per capita to other areas which are as racially diverse but also community oriented.  The top goal of the position was to integrate innovative policing and civic strategies into diverse communities by breaking through barriers and working closely with all stakeholders including law enforcement, city leaders, unions, media and the community.

Chief Investigator supervised the Criminal Investigation Section, Drug Tactical Unit, Street Crimes Unit, Special Response Team (SWAT), Warrant Section, Evidence Section, DEA Taskforce Agent, Auto theft Taskforce Agent, Courthouse Security, Domestic Violence Unit, Internal Affairs and St. Clair County Investigative Professionals Group (SCIP).  Conducted daily media briefings as the Public Information Officer for local and national media.  Holds a secret clearance with the Federal Bureau of Investigations (FBI).  Promoted as a “change agent” to provide leadership, management, and training.  Significant interaction with elected officials and community leaders.  Credited with increasing community policing efforts and cooperation with stakeholder groups.  Created proactive enforcement units including 4 police canines.  Improved productivity in all areas and in some arrest categories by more than 150%.  Department received significant asset forfeiture funds.  Secured numerous grants and gained approval for new state-of-the-art, county-wide trunked radio system.  Assisted administering a $12 million budget.         
                              
Diverse background as a professional law enforcement manager ranging from a patrol officer, drug interdiction officer, undercover assignments, fifteen years as a supervising investigator specializing in violent felonies and computer-based crime and a Deputy Commander with the Major Case Squad of Greater St. Louis.  Member of the United States’ Attorney’s Law Enforcement Coordinating Committee.

Advisory Council’s Law Enforcement Committee for the St. Louis Area Regional Response System and St. Louis Area Terrorism Response System.  Past Director of the Metro-East Regional Computer Crime Enforcement Group.  Statewide Police Perjury Task Force – appointed by the Governor (homicide investigations) and St. Clair County Child Advocacy Center Board of Directors.  Participated in the Fairview Heights, Glen Carbon, Shiloh and Gulf Shores Police Departments’ Promotional Boards.

Overall local tactical commander for three separate visits by the President of the United States.  On scene tactical and administrative commander for several instances of barricaded murder suspects, hostage situations, suicide by cop, jail disturbances, and large civil protests/disturbances.  Operational manager for active shooter live practice sessions involving numerous schools, colleges and universities.

INTERNATIONAL LAW ENFORCEMENT INSTRUCTOR (01/04 to Present)
Instructed over 15,000 local, state, federal law enforcement officers, special agents, top level managers, chiefs and sheriffs on a national and international level.  Specialty instructions include police leadership, street survival seminars (officer survival), surviving hidden weapons, and homeland security.  Instructed students from all fifty states and many other countries.  Possesses ability to communicate across large cultural, racial and organizational groups.  Has taught audiences as large as six hundred officers at once.  Master instructional designer for proactive organizational theories based upon national/international law enforcement and community-based concepts.
