Public Works
Swansea streets are maintained by our Public Works Department employees. The maintenance includes roadway repair, right-of-way maintenance, street sweeping, snow removal, and the erection and maintenance of street signs. Construction of new streets and major repairs are usually accomplished through Salt Ready to Spread on Swansea Streets contracts with outside firms. Some streets within the Village limits are owned and maintained by either St. Clair County or the State of Illinois. The Village has jurisdiction over these streets for traffic control, but not for maintenance, repair, or cleaning.

PREVAILING WAGE ORDINANCE
An Ordinance Establishing Prevailing Wage Rates for Public Works Construction by the Village of Swansea, St. Clair County, Illinois, Effective June 1, 2018 - was passed and approved on June 18, 2018.
To the extent and as required by "AN ACT regulating wages of laborers, mechanics, and other workers employed in any public works by the State, County, City, or any public body or any political subdivision or by anyone under contract for public works," approved June 26, 1941, as amended, the general prevailing rate of wages in the locality for laborers, mechanics and other workers engaged in construction of public works coming under the jurisdiction of the Village, is hereby ascertained to be the same as the prevailing rate of wages for construction work in the St. Clair County, and can be found on the Department of Labor website.
